Public Consultation: Draft Disability Access and Inclusion Plan 2026 - 2031

Keystart is inviting feedback on its draft Disability Access and Inclusion Plan (DAIP) 2026–2031.

We are seeking input from internal and external stakeholders, members of the public, and, in particular, people who use our services or engage with our work.

About the DAIP

The DAIP sets out Keystart’s commitment to creating an inclusive organisation where people with disability can participate fully, access opportunities equitably, and engage with us without barriers. This commitment is delivered through the seven outcome areas (outlined below) that guide our actions and priorities over the life of the plan. 

It aligns with the guiding principles of: A Western Australia for Everyone: State Disability Strategy 2020–2030.

Background

The Western Australian Disability Services Act 1993 requires all public authorities to develop and implement a Disability Access and Inclusion Plan. This plan must outline how Keystart will ensure people have equal access to its facilities and services.

The Disability Services Regulations 2004 set out seven outcome areas that all public authorities must address. These outcomes guide the structure of our DAIP.

The Equal Opportunity Act 1984 recognises the right of people with disability to receive the same level of service as other members of the community and makes discrimination based on impairment unlawful.

The draft DAIP and its proposed strategies aim to remove barriers and improve access and inclusion when people engage with Keystart.

Seven outcomes areas for access and inclusion 

Outcome 1: Services

People with disability have the same opportunities as others to access Keystart’s services and events.

Outcome 2: Facilities

People with disability have the same opportunities as others to access Keystart’s buildings and facilities.

Outcome 3: Information

People with disability receive information in formats that allow them to access it as readily as others.

Outcome 4: Service quality

People with disability receive the same level and quality of service from Keystart staff as others.

Outcome 5: Complaints

People with disability have the same opportunities as others to make complaints to Keystart.

Outcome 6: Consultation

People with disability have the same opportunities as others to participate in public consultation.

Outcome 7: Employment

People with disability have the same opportunities as others to obtain and maintain employment with Keystart.
