Pre-sale Guarantee scheme

Applications are now open for the $250 million Pre-sale Guarantee.

 

The $250 million Pre-sale Guarantee scheme is a new WA Government initiative designed to help apartment and townhouse developments overcome pre-sale hurdles and commence construction sooner.

Announced on 15 April 2026, the scheme is expected to unlock up to 1,200 new homes across Western Australia.

Keystart is now accepting applications for the Pre-sale Guarantee.

    How it works

    Under the scheme, Keystart will commit to purchasing a predetermined number of unsold dwellings within an eligible residential development. This support is intended to help developers satisfy lender pre-sale requirements and secure construction finance earlier.

    The purchase price payable by Keystart for the committed dwellings will be at a discounted market value. The minimum discount applied will be:

    • 10% in metropolitan areas, and 
    • 7.5% in regional Western Australia.

    Developers will be expected to actively market the committed dwellings during construction in an effort to find an alternative purchaser. If the committed dwellings are on-sold during the construction phase, the Keystart contract will be rescinded. However, if the committed dwellings are not on-sold by the nominated date, Keystart will purchase those dwellings.

    To qualify for the Pre-sale Guarantee scheme, projects must include a portion of affordable dwellings valued at or below Keystart’s maximum purchase price for low deposit home loans. This value needs to be confirmed by an independent valuer at the time the contract is entered into.

    Important considerations

    • The Pre-sale Guarantee is not a cash loan or construction funding facility. 
    • It does not replace the developer's own financial contribution to the project. 
    • It does not guarantee project approval, completion, or profitability. 
    • All applications are subject to eligibility, assessment and approval criteria.

    • Q How long will this scheme be available?
      A

      Applications will be assessed on a first-come, first-served basis.

    • Q When will I hear back once I have submitted my application?
      A

    • Q What is considered metropolitan WA?
      A

      Metropolitan WA generally refers to the Perth metropolitan region. It includes Perth and its surrounding suburbs, extending approximately from Two Rocks in the north to Singleton in the south, and inland to Wooroloo in the east.

    • Q What is considered regional WA?
      A

      Regional WA generally refers to areas outside the Perth metropolitan region. For the purposes of the Pre-sale Guarantee scheme, the Peel region is classified as regional.

    • Q How much is Keystart willing to commit for my project?
      A

      Each project will be assessed on its individual merits. Keystart’s commitment will be determined based on the number of affordable dwellings delivered, the location and public benefit of the project, and subject to a maximum commitment limit of $50 million per project.

    • Q How long will Keystart’s commitment be active for?
      A

      The commitment to purchase the supported dwellings becomes effective upon execution of the relevant legal documents and will remain in place until the supported dwelling/s are on-sold or the relevant contract sunset date lapses.

      The contract sunset date will generally be 12 months post Practical Completion of the project. This is intended to provide developers with a reasonable opportunity to market and sell the remaining dwellings to the open market. Any extension beyond this period will be subject to Keystart's assessment and approval. 

    • Q Will Keystart limit its commitment to contracts for affordable dwellings?
      A

      Whilst it is our expectation that Keystart will enter contracts for affordable dwellings, contracts for other dwellings may be considered at Keystart’s discretion, if that is deemed necessary to meet senior lender pre-sale requirements. 

    • Q Can I reapply if my application is not eligible?
      A

      Yes, we acknowledge that circumstances may change during the life of a project. Projects that are not eligible may be revisited once all eligibility criteria are met.

    • Q Is the application fee refundable?
      A

      The application fee is not refundable. It will only be charged upon invitation to proceed to the formal application stage.

    • Q Is the establishment fee negotiable?
      A

      The establishment fee is not refundable or negotiable.

    • Q Are there any other costs associated with the scheme?
      A

      In addition to the application fee, applicants may incur other costs associated with the assessment, due diligence and documentation process. This includes, but is not limited to, legal fees and valuation fees. The actual legal costs incurred will depend on the complexity of the application and the extent of legal work required.

      Applicants may be required to provide copies of reports prepared for their senior financier, including full valuation reports. This may include information relating to the market value of individual dwellings, project feasibility, and other relevant assessment materials necessary to support our assessment.

      Where deemed necessary, we may also engage an independent valuer to assess the value of individual dwellings. Any costs associated with obtaining independent valuation advice will be payable by the applicant at cost.

    • Q Will Keystart pay a deposit for the dwellings?
      A

      No, Keystart will not pay a deposit for the dwelling(s) it is committing to purchase. Part of the approval and legal documentation process will involve ensuring the developer’s lender is comfortable that Keystart’s pre-commitment satisfies their pre-sale requirement.
