The WA Government has today announced a new $250 million Pre-sale Guarantee, delivered through Keystart, to drive more housing supply across WA.
Under the Pre-sale Guarantee, Keystart will offer a guarantee to purchase up to 50 per cent of unsold homes in an apartment development upon completion, to help projects meet pre-sale requirements set by senior lenders – accelerating construction and unlocking more housing supply.
If proponents sell those apartments as construction progresses, the guarantee will lapse. If the guarantee is called, Keystart will purchase the homes at a minimum 10 per cent discount on market value.
To encourage housing affordability, developments supported through the scheme will be required to sell at least 30 per cent of homes within the project at prices below Keystart's headline property price limit.
Keystart will set different eligibility criteria for developments in regional WA to encourage regional housing supply, including offering a higher guarantee proportion and lower purchase discount rate.
The $250 million Pre-sale Guarantee is expected to unlock up to 1200 new dwellings across WA.
Keystart chief executive officer Mark Tomasz said the Pre-sale Guarantee would tackle one of the major barriers to apartment and townhouse development by helping projects meet pre-sale requirements.
"The Pre-sale Guarantee provides projects the certainty needed to unlock finance, accelerate construction and bring more homes to the market sooner.
"This initiative marks another important step forward for Keystart as we deliver on our expanded mandate to enable housing supply – helping to make the dream of an affordable home a reality for more Western Australians."
Keystart expects to open applications for the Pre-sale Guarantee in the second half of 2026.
